Reid's bill goes down, compromise plan to be added as amendment

What happens next, from TPM:
That plan has been outmoded by a new plan hammered out by the White House and Minority Leader Mitch McConnell, still being finalized. When it's completed, it will be attached as an amendment to Reid's bill (Reid will be able to recall that legislation by voting to filibuster his own plan, knowing it's doomed anyhow).
And while we wait, here's a piece from Ezra arguing that the Bush tax cuts are the undiscussed other side of the coin, the shoe that's yet to drop.
It?s difficult to see how it could have ended otherwise. Virtually no Democrats are willing to go past Aug. 2 without raising the debt ceiling. Plenty of Republicans are prepared to blow through the deadline. That?s not a dynamic that lends itself to a deal. That?s a dynamic that lends itself to a ransom.

But Democrats will have their turn. On Dec. 31, 2012, three weeks before the end of President Barack Obama?s current term in office, the Bush tax cuts expire. Income tax rates will return to their Clinton-era levels. That amounts to a $3.6 trillion tax increase over 10 years, three or four times the $800 billion to $1.2 trillion in revenue increases that Obama and Speaker John Boehner were kicking around. And all Democrats need to do to secure that deal is...nothing.

That, of course, requires some trust in the White House to either stand firm or cut taxes in an election year.

Trust, we'll note for the record, is currently in short supply.

Paul Ryan: Balanced Budget Amendment is not 'realistic'

Speaking with Fox News host Greta Van Susteren, Ryan said it?s not ?realistic? to expect that Democratic House Leader Nancy Pelosi (D-CA) and Senate Leader Harry Reid (D-NV) would force the large number of members needed to change the Constitution to ?vote against their conscious?:
RYAN: What I never really agreed with is the idea that we would expect Harry Reid and Nancy Pelosi to deliver 40 [and] 15 votes from Democrats for our version of the Balanced Budget Amendment. You know, I just never thought that was realistic, to demand Democrats vote against their conscious for our version of the Balanced Budget Amendment. So I just never thought that would work.

And that unrealistic option is precisely what is Speaker John Boehner is proposing, in the hopes, as ThinkProgress notes, that "the ensuing economic 'chaos' would force Democrats to switch their votes."

Just a reminder: a Constitutional Amendment would require a two-thirds majority, in both chambers of Congress. By Aug. 2. Right.

While we are closing out the Wisconsin recall campaign with Google Blasts, the Tea Party Express is bringing in Joe the Plumber:

The Tea Party Express ? along with Joe the Plumber ? will be rolling through Wisconsin starting next week to support the six Republican state senators targeted in the upcoming recall elections.

Why? According to their website, because of the honesty and integrity of the state senators involved:

Six Wisconsin State Senators that have represented their constituents with honesty and integrity are under attack from the left. They have engaged in productive debate and advocated for fiscally responsible solutions to Wisconsin?s financial woes.

Yep, honesty, integrity and fiscal responsibility like getting state jobs with massive raises for their mistresses:

A state worker with ties to Sen. Randy Hopper is being paid $11,000 more annually than her predecessor in a position at the department of regulation and licensing.

State officials said the woman, 26, was hired to a limited term, communications specialist position last month, with a salary equivalent to $42,328 annually.

State officials Friday said the woman?s predecessor left the position in January, with a salary equivalent to $31,200 annually. No explanation was given for the new hire?s higher pay.

Oh yeah, and they have engaged in public debate like this:

I'm sure that bringing in Joe the Plumber will be about as locally relevant for Wisconsinites as playing "Sweet Home Alabama" was during the pro-Scott Walker tea party rally back in February. Still, I am happy you are showing up, so we can kick your butt in these recalls, too.

While Joe the Plumber is rallying Republicans during the final days of the Wisconsin recalls, we are going to be swamping every single person who goes online in Randy Hopper and Luther Olsen's districts with Google blast ads. We're getting close to the $27,192 we need to cover both districts for the final 120 hours of the election.
